Fact Sheet: Stop the California Forever Land Grab | Say NO to the "Solano Maritime and Manufacturing Act"

A new state bill would let California Forever developers bypass Solano County's normal planning process in Collinsville. If approved, Solano residents would have almost no say in the tech-billionaire-backed company’s impact on our community and environment.
What it actually does
🚫 Guts local control. Within 270 days of a request, the Board of Supervisors would be forced to rezone 1,350 acres simply at the request of billionaire landholders. That’s overriding the Orderly Growth Initiative. That’s taking away Solano County voters’ voice.
🚫 Skips environmental review. Relies on an 18-year-old environmental report (2008). That report expressly states that future projects should conduct a new environmental review. This legislation bypasses that process, no matter what California Forever proposes.
🚫 Chooses an appointed “special master” to settle disputes. Permitting disputes go to a state-appointed "special master" whose ruling is final. No appeals. No accountability.
🚫 Opens the door to data centers and battery plants. Dressed up as an "accessory" to shipbuilding, with no real cap on how that gets defined or enforced over time.
🚫 Sends your tax dollars to underwrite it. $250,000 straight from the state’s taxpayer-funded General Fund to implement a plan Solano County residents never asked for.
