Update: Newsom Signs Budget; Let's Keep the Pressure for No Deal With California Forever

UPDATE: Thank you so much to the more than 1,300 people who took action to let their state representatives know they must not support any last-minute deal with California Forever.
When Solano Together heard reports that Governor Newsom’s office was considering a proposal by California Forever’s lobbyists for a last-minute, backroom deal to secure preferential treatment for their project, we quickly sprang into action. More information came to light in articles on CalMatters and the San Francisco Chronicle.
Over the course of a weekend, our supporters sent over 3,600 emails to their representatives expressing their concerns and pleading for the Governor not to accept backroom deals. Did you watch our viral video?
Our collective action mattered! As of June 30, 2026, Governor Newsom signed the budget, and nothing related to California Forever was snuck in.
While we celebrate this short-term win, California Forever is now making a big push to use an obscure mechanism to add things into an already adopted budget through a trailer bill in August when the legislature comes back into session. KQED provides some further details here. They are claiming this legislation is inevitable—we know that, with the power of the people, we can turn this around.
Additional Context
The rumored proposed language would rewrite environmental standards, restructure annexation rules, and potentially override a voter initiative implemented by the people of Solano County. These changes open the door for the billionaire owners of more than 70,000 acres in Solano County to have virtually total control over how their land is used without public input—and they have already indicated they are considering data centers as a potential use in over 80% of developed land.
