New Poll Shows Suisun City Voters Overwhelmingly Oppose California Forever and Proposed Annexation Plan

SUISUN CITY - A poll conducted by the nationally recognized group FM3 found that Suisun City voters are overwhelmingly opposed to California Forever’s proposed development, which will add hundreds of thousands of new residents and an advanced manufacturing hub to currently unincorporated Solano County.


Fewer than 1 in 5 voters support the annexation project, with nearly half of respondents (48%) strongly opposing the proposal. This opposition cuts across all key demographics.


Survey respondents are incredibly aware of the California Forever development, with three-quarters having heard something about it. “That familiarity has yielded remarkably broad, strong and durable public opposition — which changes very little after voters are exposed to messages from supporters and opponents of the development annexation plan,” wrote pollsters in a memo about the results.


These results reinforce what we’ve known for the past few years, since this proposal became public: Solano residents—and particularly in Suisun City—do not trust California Forever and do not support its proposed development, especially when it bypasses voters. People have expressed their concerns time and again, which California Forever is dismissing, ignoring, and falsely claiming that many support their project.


Groups opposing the annexation—including the Suisun City recall organizers, Solano Together, and California ForNever—are calling residents to join a march on Saturday, January 31, at 2 pm. Participants will march from the Suisun Walmart, along the path on the Northside of Highway 12 (Central County Bikeway), to Harbor Plaza to showcase their opposition to California Forever and the Suisun Expansion Plan. Speakers and rally at Harbor Plaza will start just after 3 p.m.

Commissioned by Greenbelt Alliance, FM3 Research conducted the poll with 400 likely November 2026 voters in Suisun City between December 16, 2025, and January 8, 2026, interviewed by phone and online. The margin of sampling error is ±4.9%, with a 95% confidence level.


Background


After California Forever pulled their ballot initiative in July 2024, they promised return to County voters in 2026 for a resubmittal of their East Solano Plan. However, we see a different game playing out in their pursuit to rezone almost 16,000 acres of open space and agricultural land.


At the beginning of 2025, Suisun City started “exploring annexation.” Despite calls from Solano Together that this was clearly related to California Forever, Suisun City elected officials and staff called this misinformation and a conspiracy. However, by April, both Suisun City and Rio Vista made public that they were in conversations to consider annexation to allow California Forever’s development a path forward without a County vote. In October 2025, California Forever submitted its Specific Plan to the City of Suisun. Suisun City is expected to review a Draft Environmental Impact Report before Summer 2026. If the City votes to move forward, the annexation still needs approval by the Solano County Local Agency Commission (LAFCo), a tax agreement with the County, and approval from different agencies.
